The President of the Republic Sergio Mattarella can start the meetings at the Quirinale starting from Thursday evening. Consultations are not regulated by the Constitution. Usually we start with the presidents of the Chambers and with the former presidents of the Republic, in this case Giorgio Napolitano will then be consulted. Then the representatives of the parliamentary groups will come to the Quirinale, who will be able to decide to have the party leader in the delegation as well. Sometimes we start with the larger group, others with the smaller group. Consultations last a minimum of two days, usually. If at the end of the first round of consultations there is no identification of a majority, further consultations may be held or, as in the past, an ‘explorer’ – which could also be one of Parliament’s presidents. just elected, as the expression of a numerical majority – that will make its polls among the parties to see if it is possible to indicate a majority that supports a government. If and when a majority is found, it will also express a prime candidate. Once the President of the Republic has identified a parliamentary majority, he will convoke the personality indicated by the political forces as able to coagulate the votes necessary to obtain the trust, and will confer the task, which may be full or with certain conditions. The person in charge can immediately accept or accept the assignment with reserve, that is, take a few days to start a confrontation with the political forces and only after this comparison will the reserve be dissolved. Once accepted the task, the premier forms the government: draws up the list of ministers to be proposed to the Head of State. Once the agreement has been found on the list, the President of the Republic appoints the ministers. Immediately after the Prime Minister and the ministers swear before the Head of State. Finally, the Parliament votes the trust to the Government.
