“Russia is to keep its membership in Europe’s top human rights body”: Germany and France engineered a last-minute deal to avoid a Russian expulsion.

Foreign ministers from the Council of Europe will endorse the agreement at a meeting Friday in Helsinki.

Russia was stripped of its voting rights in the 47-nation organization in 2014 after Moscow’s annexation of the Crimea peninsula.

Moscow retaliated in 2017 by suspending its 33 million euro annual contributions.

French President Emmanuel Macron and German Chancellor Angela Merkel have led the push to restore most of Russia’s voting rights in the Council.

Macron, whose country is taking over the rotating presidency of the Council of Europe, said: “I want Russia to stay at the heart of the Council of Europe”..
